State granted monopolies are chock full of moral hazard, especially over a product as fundamental to every aspect of modern life as energy. Consumer owned utilities such as municipal electric utilities and rural electric cooperatives are answerable to and governed by their voters or members. Investor owned utilities such as Alliant and MidAmerican are answerable only to state regulators, which are often out-resourced by what some would say are too-big-to-regulate companies.
One of the more effective tools utility regulators and other stakeholders can use to prevent wasteful spending and skyrocketing rates by utility leviathans is Integrated Resource Planning, which Iowa policymakers are considering now. This energy lunch will review what Integrated Resource Planning is, how it can help regulators keep rates reasonable, and what you can do to ensure it is added to the toolkit of Iowa’s utility regulators.
